Cynics explain public relations as "the aspect of mass-marketing that deals with the control or manipulation of public opinion, through processes that control the presentation of the image and message presented by a client."
Investor relations are a specifically targetted set of "PR agents" who are particularly adept (that is, well-trained) at communicating success, strategy, and expecations to Wall Street analysts and investors in a legal and effective way.
These audiences require specific styles of communications with careful boundaries. They often have significantly more financial background and training than standard PR consultants--if you are a public company, or considering going public, do not use a standard PR firm to handle investor relations.
